Marilyn Fox's Plan of Action The Board of Supervisors (BOS) should be managing the taxpayers' dollars and their $2.3 billion budget to insure that our money is spent wisely, and allocated to appropriate and effective projects. They lack accountability with the use of our money. · Millions of dollars of taxpayer money has been paying off law suits for actions by County Officials, including the Sheriff. · They have wasted $millions on private attorneys and consultants for programs that have not served the public. · They lease lavish space for the County Attorney and Sheriff, at the Wells Fargo building, just renewed for 5 years which will cost taxpayers $6.75 million. On top of that, they spent $10 million planning a new county office building which was cancelled. · More than $250,000 has been wasted by the County on useless excursions for county employees to vacation spots on resort islands in Honduras. · The County continues to waste millions of dollars on promotional materials like billboards and pamphlets that do little but waste our money and promote county politicians. Marilyn will restore fiscal responsibility to the Board of Supervisors and the County. She will STOP wasteful spending, reduce the cost of government and work on decreasing taxes for the residents of Maricopa County. · She will hold each county official, elected or appointed, accountable for how they spend their budgeted funds and how they meet performance goals. · She will insist on comprehensive, unbiased audits for ALL county departments, yearly. Budget over-runs will not be tolerated. · She will run the County like a business, so that each taxpayer can see a real savings. · She will require regular, rigorous budget and performance reviews at least twice a year. Transparent, Open Government The Board of Supervisors (BOS) does NOT provide transparency and access to public documents and records that we should expect. A government that is “closed to public access” must have something to hide. What decisions are they making and at what cost to the taxpayers of Maricopa County? · County public records and meeting minutes are NOT readily available nor easily accessible. The bulk of decisions made by the board are done in private meetings without public access. · Meeting minutes and documents are difficult to find and posted much later than required by law. · The posted documents are difficult to locate online and often provide little or no accompanying explanation. · The open public meetings do not provide a forum for sufficient public input. The current chair has reduced public input time to 2 minutes. · The Board members take months to respond to requests to be put on the meeting agenda and, sometimes never respond. · She will make sure that minutes of the Board meetings are posted on the internet within 3 days of the meeting (not months) and with more data than just a note next to each agenda item. · She will insure that meetings are conducted at times that are convenient to the working public and include sufficient time for public input. · She will be easily accessible and responsive to the needs of Maricopa County residents who want to participate in the meetings. The Board of Supervisors (BOS) is expected to manage/"supervise" all county elected and appointed officials and their oversight of 15,000 employees. As such, they are expected to lead the goverment cost effectively, efficiently and with an understanding of the roles of their employees and the needs of the residents. They have shirked these leadership responsibilities. · They have moved the challenging responsibilities of County Health Care and Schooling of Homeless children to others. · They have permitted construction of buildings in the "crash zone" at Luke Air Force Base at time when we must be vigilant about protecting our military while protecting our residents. · They have run the Board of Supervisors like a private Country Club rewarding their developer friends with free reign. · She will step up to challenges rather than move them to other organizations to manage. · She will work along side government employees and residents to encourage active participation in the betterment of county government and the betterment of county services. · She will encourage economic growth and cost savings in the same fashion she did in her business career, carefully evaluating rewards balanced with risks. · She will actively work with local governments and organizations in Maricopa County to the benefit of all residents. · She will work with integrity and honesty and expect the same of all the employees and elected officials in the county.
Fiscal Accountability
Marilyn will restore transparency to County Government insuring easy internet access to documents and meeting minutes and incourage public input on all public matters.
Leadership
Marilyn will bring proven leadership to the board, the same leadership she has shown during her 20+ year business career.
